125-13 Invitation For Members of The Public to Address The Meeting:
Mr Nick Warren (Jnr) spoke concerning PA13/08951. He explained that it was an agricultural dwelling for himself and his partner. Access would be from the Green Road which at that point was also the Saints Way, over which Higher Tregustick had a right of way.

Mrs Anne Cardew spoke concerning a low thrumming noise at Tremore Valley House, and in the fields above the house. CC Batters will take this up with the appropriate officer.

Cllr Batters (Cornwall Council) spoke of a fire at Millpool where a hydrant was blocked. Hydrants should be checked every 5 years. We should look at our hydrants!

131-13 Planning PA13/08951. Application for a new agricultural dwelling at Higher Tregustick. (This item was held out of agenda sequence to allow Mr Warren to participate and depart.)
The application was for a single new farmhouse of a gross internal floor area (excluding Farm Office, garage and boot room) of 140 sq m or thereabouts, which is the size commensurate with the NCDC Local Plan. Applicants, N. NA. and NT. Warren.
Resolved: the Parish Council to support the application.

Mr Peter Boden, a chartered surveyor and environmental consultant based in Camborne, spoke in support of planning application PA13/07847, which comes before the Parish Council at a special meeting on October 16th. This is for a temporary worker’s dwelling, a caravan, on land south of Kerriers. County Councillor Jeremy Rowe and two members of the public

 

The meeting began at 7.15 when the Chairman welcomed all.

 

The Chairman began by inviting County Councillor Jeremy Rowe to speak. Cllr Rowe, who represents an area encompassing seven parishes stretching from St Eval to St Mabyn, had been invited at the initiative of Cllr Nott Bower to explain the County Council’s localism agenda.

Cllr Rowe began by saying the context in which localism had to be discussed was budget, and the basis for devolution of powers and responsibilities was to save money. Over the last four years the County Council had been required to save £170 million out of a budget of around £1 billion. Four years ago, he said, there was quite a lot of waste in local government and there was quite a lot of fat to cut. The Council had managed to make the required cut without affecting front line services too much. It had in fact benefited from the creation of a unitary authority, which had provided savings of £43 million.

In the next four years, however, the County Council was required to save a further £196 million. They were, said Cllr Rowe, thought the fat and cutting into muscle and bone. The new cuts would undoubtedly have an impact on front line services. Read more

The meeting began at 7.15 when the Chairman welcomed all.

The Chairman began by welcoming PCSO Paynter and inviting him to deliver his report first, given that he was under some time pressure.

PCSO Paynter said the fact that the meeting was being held on a Monday had enabled him to attend; Wednesdays were more difficult because of his work schedule.

He covers eight parishes and has been in the job for six and a half years. Crime-wise, he said, nothing had been reported in Withiel or the surrounding area; things had been quiet in rural parishes in general. Perhaps the light evenings discouraged crime; people tended to be out and about until late and the risk of discovery was high. Read more

Minutes of 18th July 2013 closed meeting

At the Parish Council meeting on Wednesday August 7th 2013 members of the public expressed their concern that the special Parish Council meeting held on July 18th had been closed to the public. The Council’s answer was that the subject under consideration was finance and included payments to the Clerk. It was said from the floor that the finances of the council and the terms and conditions of the Clerk were in the public domain, and in the absence of information, misinformation, gossip and rumour had circulated in the Parish, which was undesirable.

The council agreed to consider the matter, and in closed session at the end of the August 7th meeting it was agreed that the minutes of the July 18th meeting should be made public.

The meeting had been called following receipt of an unexpectedly high bill of almost £1,000 for the Parish Council election, which together with other calls on funds threatened to put the Council in an unsatisfactory financial position. As a consequence of a decision made by the previous council in April, projected payments to the Clerk equalled 70% of the council’s budget for 2013.
